In the circle of a significant increase to the regional philharmonic movement in the end of the XIX century, was based, on December 1, 1895, the Filarmónica Recreio União Faialense (Banda Filarmónica do Faial), by initiative of Joaquim Francisco de Freitas, his first artistic director, and João Xavier de Freitas, and with the helpful cooperation of Júlio Teixeira, Manuel Marques Barcelos and, especially, Dr. João Albino Rodrigues de Sousa – doctor, landowner, industrial and political, second Treasurer of the General Council of the District – and again Dr. João Catanho de Meneses – Portuguese lawyer and statesman, with a notable political exercise in the last decades of the Constitutional Monarchy and the First Republic.
